In this stone the most powerful women of the Ptolemaic court are mentioned. Berenike and Arsinoe were the first Ptolemaic queens, married to the Ptolemaios I Soter (367/366-283/282 BC) and Ptolemaios II Philadelphos (308-246 BC). Like them the first Kleopatra of the inscription is called as goddess. She may be identified with Thea Kleopatra (165-121 BC), a daughter of Ptolemaios VI Philometor (180-145 BC) who was married with the Seleucid kings Demetrios II Nikator (160-125 BC) and Antiochos VII Sidetes (138-127 BC) and who played an important part in the international politics of the late 2nd century BC. Kleopatra VII (69-39 BC) bearing the title of a queen is the famous last ruler of Egypt. Before the Battle of Actium she visited Ionia together with her husband Marcus Antonius. This stelai was maybe erected during a visit of the queen in Teos. It cannot be characterized as an offical altar.
